Most cities have more than one airport that takes private flights, and the nearest is not always the right one. Six things decide it.

Runway length and weight limits decide which cabins an airport takes. Teterboro allows no aircraft heavier than 100,000 lb on the day; Farnborough caps aircraft at 80 tonnes.
An arrival from abroad has to land where officers are on duty. Some airports clear private flights around the clock, others close at 11 pm or midnight, and some need a day’s notice.
Many business airports close at night or ration night slots. A late landing can move the flight to an airline airport further out, so we check the time first.
Summits, finals, fashion weeks and Art Basel bring reservations, event fees and full ramps. On those dates the choice is often made by parking space.
The private terminal sets the experience on the ground. Where the aircraft is based sets part of the price, because the empty flight to collect you is billed too.

No. The runway has to be long enough for the aircraft at its weight that day, the airport has to be open at the time and accept the type, and an arrival from abroad needs customs. Within those limits a private flight can use far more airports than an airline can.
Sometimes. Landing and handling fees are lower at smaller fields, but if the aircraft has to fly in empty to collect you, that positioning time is billed. The cheapest airport is usually the one where a suitable aircraft is already based.
